Background

Wayland is actively working through the new processes and regulations defined by the Massachusetts School Building Authority (MSBA) to define a High School project and to secure state funding. 

MSBA regulations define a five-phase process for a school building project:

    1. Identify the problem

  1.                                 2. Verify the problem

  2.                                 3. Collaborate on a solution

  3.                                              4. Agree on a solution, and

  4.                                              5. Implement the agreed upon solution. 

  5. Status

As part of Identify the Problem, Wayland submitted a Statement of Interest in August, 2006.  During the summer of 2007 and as part of Verify the Problem, Wayland participated in a Facilities and Maintenance Assessment, Enrollment Site Visit and Review, and Senior Site Review.  In November, 2007, Wayland was selected by the MSBA, along with 49 other schools in the state, to proceed to Feasibility Study and Schematic Design.  In the summer of 2008 the HSBC submitted additional documentation and selected an architect, HMFH Architects, and an owner’s project manager, KV Associates, and began the Feasibility Study and Schematic Design.  In January, 2009 the MSBA approved a design enrollment of 900 students for Wayland.  An educational planning and visioning effort was completed in April, 2009 and yielded an Educational Program Specification, revised and approved 7-16-2009.  

Over the summer the HSBC studied several construction options for satisfying the educational specification, including renovation, partial renovation, and several new construction schemes.  The preferred approach is new construction of two buildings over the existing parking lot, and a renovation of the field house.  (See Fact Sheet: Options Selection, and Fact Sheet: Options Selection Site Plans.)  In July the MSBA concurred with this approach and approved proceeding with the Schematic Design of this scheme.

On September 8, the HSBC submitted a completed Schematic Design and a draft of the Project Scope and Budget Agreement to the MSBA, to be put on the agenda for approval at their September 30 Board meeting.  On September 15, Wayland’s Project Scope and Budget Conference with the MSBA took place.  Based on the feedback from this meeting, the HSBC proposed an overall project budget of $70.8 million, with state reimbursement of $25 million, for a net cost to the Town of $45.8 million.  On September 21, the School Committee approved the proposal (see School Committee Briefing presentation here).

On September 30, the MSBA approved the project proposal and confirmed the grant of up to $25 million.  Details of the proposal can be found here.  On November 17, Wayland voters approved the project at the polls (2,602 yes, 1,115 no).  On November 18 at Special Town Meeting, Wayland voters approved Article 2 (1,481 yes, 95 no).   The Project Scope and Budget Agreement was executed in January.  The Project Funding Agreement was executed January 29, 2010.

The HSBC voted to proceed with construction under the Chapter 149A Construction Manager at Risk procurement procedure, and began the process of selecting a Construction Manager.  A pre-qualification committee was appointed in December.  A Request for Qualification was issued in December.  Twelve CM firms were qualified;  two later decided not to submit proposals.  Three firms were short-listed and Shawmut Design and Construction was selected as the Construction Manager on February 23, 2010.

The team also proceeded with the permitting process.  The Notice of Intent was submitted to the Conservation Commission in February.  Meetings have been held also with the Planning Board and the Board of Health.

Next Steps

Design continues with construction planned to begin at the close of the 2010 school year in June.  The schedule calls for moving in to the new school buildings over the winter holiday break in December 2011.  The project will be fully completed in the winter of 2012/2013.
