Pursuing State Aid

Since the 2003 moratorium, the Massachusetts School Building Authority (MSBA) has developed new regulations and a new process for working with the state to secure funding for school projects.  Wayland has completed Phases I and II, and now the Feasibility Study and Schematic Design Phase.  On September 30, 2009 the MSBA approved the proposed project and a grant of up to $25 million.  If Wayland voters approve the project, Wayland and the HSBC will execute a Project Scope and Funding Agreement and will proceed detailed design.


If Wayland voters do not approve the project, the outcome is uncertain.  The state regulations say the grant expires.  Click here for a Policy Statement Regarding the Impact on MSBA Funding if a City, Town or Regional School District fails to vote to appropriate funding for the proposed project within the deadlines established by the MSBA.


In November 2009 Governor Patrick announces cuts in state funding.  Wayland residents expressed concern that these cuts would affect the $25 million grant, so the HSBC contacted the MSBA to ask for clarification.  Click here to read the MSBA’s Response to Budget Inquiries.  Also Emily Mahlman, Director of Communications at the MSBA, sent an email to Town Administrator Fred Turkington in which she said, “The Wayland project will not be impacted.”  For more on her email, read this Letter to the Crier, 11-09-09.
