Part 1: Narrative of the Selection Process

 

The Wayland School Committee prepared a Request for Qualifications for Design Services in November, 2003.  Concurrently, the Wayland School Committee formed a High School Building Committee (HSBC) to carry out the selection of a Designer for the Revitalization of Wayland High School.

 

This selection committee included the following members:

 

Lea Anderson, Chair ::  Anderson, whose appointment was announced by the School Committee December 1, 2003, is a nine-year veteran of the Wayland School Committee. Anderson has served on a variety of town committees, including the Wayland Master Plan Committee, and as coordinator of the 2003 High School Study Committee.  Anderson's professional experience includes marketing and finance positions with the former Digital Equipment Corporation.

 

Stephen R. Breit :: Breit is vice president, software product development for Cambridge-based Coventer, Inc., a worldwide leader in computer-aided design and engineering software tools.  With a Ph.D. in engineering and 18 years of project management experience, he has an extensive background in project planning, budgeting, engineering oversight and consensus building.  Breit served on the High School Study Committee.

 

Brian J. Chase :: Chase is a project executive at Turner Construction Co., a provider of construction management services with construction volume totaling over $7 billion in 2005.  Chase has 25 years of construction experience and a bachelor's degree in civil engineering.

 

James H. Howard :: Before his retirement in 2000, Howard was co-founder and president of a regional engineering firm with $12 million in annual revenues. He is past president of the Society for Experimental Mechanics, an international professional engineering association.  Howard also has experience in real estate development, working as an active partner in multiple residential projects with more than 60 units in Natick and Framingham.

 

Joseph Lewin ::  Lewin is Chief of Staff of Harvard University's Allston Development Group.  Earlier he held construction management positions with the City of Boston, serving for seven years as deputy director of the public facilities department.  He was responsible for dozens of school design and construction projects, including renovations of the Boston Latin School and Boston Latin Academy.

 

Cindy Lombardo :: Lombardo was chairman of the Wayland Middle School Building Committee, overseeing the recently completed $10.7 million renovation project.  She was also involved in the construction of the Children's Way pre-school build out in Wayland Town Hall.  Lombardo has served as president of Wayland parent-teacher organizations (PTO) at Wayland High School, Wayland Middle School and Claypit Hill School.

 

Eric B. Sheffels :: Sheffels is the appointee of the Finance Committee and is president of Leggat McCall Properties, a Boston-based real estate development and project management firm.  He has 23 years of experience in the field supervising over $1 billion of construction, including hospitals, museums, educational institutions, and private ownerships.

 

Stephen E. Tise :: Tise is an architect with Tise Design Associates, where he specializes in managing large-scale, mixed-use cooperative planning projects.  His work primarily focuses on reviving distressed neighborhoods and involves imaginative programming, participatory planning, consensus building, accurate cost estimating and regulatory compliance analysis.  Tise has been lead program manager on inner city revitalization projects in New York, Hartford, New Haven, Houston, Nashville and Detroit.  Tise has served on several state and federal commissions related to housing and urban development.

 

In November 2003, the Wayland School Committee approved the Request for Services and authorized the Wayland Public Schools to advertise the request for services for a Designer.

 

On December 10, 2003, the Wayland School Committee advertised a Request for Qualifications for Design Services for the Revitalization of Wayland High School in the Central Register as well as the Metro West Daily News.  A voluntary site visit was scheduled for December 18, 2003 and 15 architectural firms attended.   Questions were received from respondents and addressed by referring to the RFS.

 

22 firms requested the Request for Services.  17 submitted responses by the original due date of January 9, 2004, as follows:

The Designer Selection Committee members each received copies of all the responses.  The Designer Selection Committee verified that all responses complied with the requirements set forth in M.G.L. c.7 §38A˝ through §38O and 963 CMR 2.00 et seq. as applicable.  The Designer Selection Committee ranked the firms based on the selection criteria listed in the Request for Services.

 

The HSBC assessed proposals for Architect and ranked a shortened list as follows:

 

            1.  HMFH Architects

            2.  Design Partnership of Cambridge (DPC)

            3.  Office of Michael Rosenfeld (OMR)

            4.  Symmes Maini & McKee (SMMA)

            5.  Olson Lewis Dido & Doktor Architects

            6.  Drummey Rosane Anderson (DRA)

 

 

The Designer Selection Committee decided to conduct interviews and check references of the first four short-listed firms.    Four firms were interviewed using the questions shown in attachment 1.  Based on these interviews, the reference checks, and the written responses, each member of the Designer Selection Committee ranked the four firms.

 

The committee discussed in detail the rankings and the strengths and weaknesses of each of the four finalists.  As a result of this lengthy work session, the committee reached a consensus to rank the firms as follows:

                        1.  HMFH

                        2.  DPC

                        3.  SMMA

                        4.  OMR

 

HMFH received the highest ranking because of their relevant experience, the qualifications of the firm and the individuals proposed, their references, and because their design and project approach was the most consistent with the Committee.

 

HMFH met all the qualifications laid out in the RFS, has extensive experience in school building design, has experience with a range of approaches from new buildings to renovations, and with award-winning Green Schools designs. 

 

The Designer Selection Committee conducted reference checks on each of the four finalists as summarized below:

            DPC:     Superintendent of the Hopkington Public Schools

  Building Committee Chair of the Westborough Middle and High School

            SMMA:  Principal of Hudson High School

                           Superintendent of Bedford Public Schools

                           Former Superintendent of Marblehead Public Schools

                           Building Committee Co-chair of Gill/Montague Reg.HS/MS

 

            OMR:     Principal of Lincoln-Sudbury High School

                           Building Committee member for Lincoln-Sudbury High School

                           Administrator for Lincoln-Sudbury school district

 

 

This process took place 4 1/2 years ago. 

 

Conclusion Statement:

 

Based on the information as stated above, the Eligible Applicant acknowledges that the procurement process was consistent with the requirements of M.G.L. c.7 §38A ˝ through §38O and  recommends the selection of HMFH Architects as the most qualified respondent to provide designer services for the Wayland High School.
