The Town of Wayland reserves the right to enter into negotiation with and to retain the design professional who provides schematic design services for follow-on services.

A program statement and scope of services is available from the Office of the School Business Administrator, Wayland Town Building, 41 Cochituate Road, Wayland, MA on or after Wednesday, December 10, 2003, between the hours of 9:00 a.m. and 4:00 p.m. (Boston time). Preliminary programming and needs assessment efforts for this project have been conducted by Dore & Whittier Architects, Inc. and are available for review at the Office of the Superintendent of Schools and at http://www.waylandschoolcommittee.org/whs/hsfs/www.waylandschoolcommittee.org/more.htm. DESIGN SERVICES – WAYLAND HIGH SCHOOL

 

I.  Overview

 

The High School Building Committee, with the approval and authorization of the Wayland School Committee, intends to undertake a project for the physical and programmatic revitalization of Wayland High School on Old Connecticut Path, Wayland, Massachusetts.

 

The Town of Wayland, through the High School Building Committee, acting on behalf of the School Committee, is soliciting proposals from Massachusetts registered and qualified firms, pursuant to M.G.L. Chapter 7, Ssections 38K and M.G.L. Chapter 38A1/2 through 38N, for architectural and engineering design services for the concept design phase of a project to construct a new high school or to renovate and expand, or to reconstruct Wayland High School. 

Fee for services will be negotiated, and contract services will begin immediately.

 

Preliminary programming and needs assessment efforts for this project have been conducted by Dore & Whittier, Inc., and are available for review at the Office of the Superintendent, Wayland Public Schools, 41 Cochituate Road, Wayland, Massachusetts.

 

All proposing firms are advised that, subject to the findings of an independent review of the above referenced study as to reasonableness, Dore & Whittier, Inc. may be permitted to submit a proposal under this request.

 

A briefing session will be held on Thursday, December 18, 2003 at 11:00 a.m. (Boston time) in the Little Theatre at Wayland High School, Old Connecticut Path, Wayland, MA.

 

II.  Project Background

 

Wayland High School is a 155,750 square foot campus-style facility housing approximately 900 students in Grades 9-12.  It was first occupied in 1960, with facilities added and upgraded in 1965, 1972 and 1990.  

 

Preliminary programming and needs assessment efforts for this project, conducted by Dore & Whittier, Inc., indicate the following:

 

§  Wayland High School is currently experiencing overcrowding, with enrollment projections showing a continual increase over the next 10 years.

§  Wayland High School has a number of safety concerns and building deficiencies, as well as building code and handicap accessibility code needs that should be addressed.

§  Wayland High School needs to provide a full range of programs and proper use of space to meet state and local educational program requirements.

 

The Dore & Whittier feasibility study concluded that the facility requires both substantive renovation and expansion, and a recommendation followed to build a new school while retaining and renovating the field house. 

 

Subsequent to a defeat at the 2003 Annual Town Meeting to appropriate funds for concept definition, design fees, and other required services to complete the schematic design phase

of a project to renovate and expand the school, the School Committee convened a High School Study Committee to determine “the most cost-efficient solution for the facility needs of Wayland High School necessary to house its current and future student population while providing the instructional spaces (and related areas) for educational programs of the highest quality now and into the foreseeable future, and to make such determination utilizing the expertise of community residents, school district employees, and paid consultants (if necessary) in order to present, first to the School Committee and eventually to the community, a recommendation or series of recommendations for the general modernization of Wayland High School.”

 

During the summer, approximately 55 volunteers met in five subcommittees – Community Relations, Financial, Educational Program, Enrollment and Structure and Grounds – to review the Dore & Whittier feasibility study, tour other high school facilities, interview school personnel, conduct public forums and tours, and analyze enrollment and financial data.  The Study Committee affirmed the general conclusions of the feasibility study that the High School facility is in need of significant repair, reconfiguration, and additional space to serve the educational needs, health and accessibility requirements of students, teachers, parents and others, and concluded that “further refinement of the solution is required before the project cost and scope can be brought before voters for ratification,” and recommended that the School Committee request an appropriation for the purpose of developing a detailed conceptual design and implementation plan to meet the educational needs of Wayland High School, programmed for an expected enrollment of 1,100 students but having core facilities sized so that 1,200 students could be accommodated with a small classroom addition, and that a High School Building Committee be formed by the School Committee to oversee this process.

 

III.  Scope of Work

 

Pursuant to a vote of the Wayland Special Town Meeting held on November 20, 2003, the Town of Wayland, through its High School Building Committee, wishes to retain a qualified architectural firm (“the Architect”) to prepare a schematic design describing the comprehensive revitalization of Wayland High School.  This conceptual and/or schematic design is intended to address and satisfy the physical and educational needs of the school as determined by the Wayland School Committee, the High School Building Committee and the project program as determined by the Architect in completing the work of paragraph B of this Request for Qualifications (RFQ).

 

A.    Documentation and Review of Existing Conditions

 

1.    The Architect and its consultants shall gather all available technical information from various sources in the Town.  This shall include the following, at a minimum:

 

                                  i.    Original construction documents from the construction and renovation of Wayland High School facilities, if available.

 

                                 ii.    As-built documents from the construction and renovation as noted above, if available.

 

                                iii.    Civil engineering surveys of the site, including all features, utilities, paving, walk and landscaping.

 

                               iv.    Energy use reports from Massachusetts public utilities.

 

                                v.    Available geotechnical information for the facility and adjoining areas, including the Town Pool on the property.

 

                               vi.    Construction documents from various construction renovations that may have taken place during the life of the facility, if available.

 

                              vii.    Documents from mechanical systems upgrades to the facilities in or around 1990.

 

                             viii.    Previously prepared feasibility study (2002), which can be found at .http://www.waylandschoolcommittee.org/whs/hsfs/

 

                               ix.    Previously prepared review of the presence of hazardous materials in the facility.

 

                                x.    Interviews with current maintenance staff as may be needed to ascertain the condition of existing building, mechanical, electrical, and life-safety systems.

 

                               xi.    Assessment of existing conditions through the use of on-site investigative time for review of physical conditions, confirmation of measurements, review of systems configurations and layout, etc., all as may be necessary to compile a complete and accurate evaluation of the present buildings and grounds layout and conditions.

 

2.    Based on the above-gathered information, the Architect and its consultants shall prepare site-based plans, architectural floor plans, and engineering plans in an AutoCAD format acceptable to the Town.  AutoCAD plans shall be accurately convertible to DXF or DWG format, and shall use a nationally recognized layer management system.  These plans shall include, at a minimum:

 

                                  i.    Civil engineering survey of the site including utilities, paving and walks

 

                                 ii.    Site survey for environmental, conservation, floodplain, wetlands, aquifer protection, floodplain, easements, rights-of-way and other limitations to future site development.

 

                                iii.    Indication of accurate floor- to- floor heights of every level in the facility relative to each other and to the site information noted above.

 

                               iv.    Documentation of existing construction techniques of all walls, both interior and exterior, insofar as this information is discernible.

 

                                v.    Documentation of existing conditions of major building systems, including interior finishes, exterior envelope, roofing, windows and doors, fixed kitchen and laboratory equipment, etc.

 

                               vi.    Documentation of facility structural systems, including fire protection and fire proofing systems, if any.

 

                              vii.    Documentation of facility mechanical, electrical and plumbing systems, including documentation of major components, system capacities, routes of major utility lines for all noted trades, and as much detailed information as is discernible from non-destructive on-site investigation and review of available documentation.

 

                             viii.    Documentation of existing installed security and technology systems.

 

                               ix.    Review of the existing facility for current applicable code and regulation compliance.

 

                                x.    Review of current conditions as to the conformance of the facility to State and Federal handicapped accessibility codes and regulations.

 

                               xi.    Review of existing facility for seismic hazards as described in the Massachusetts Building Code.

 

                              xii.    Documentation of fixed equipment such as markerboards, blackboards, built-in casework and cabinetry and the like, which shall be indicated on the floor plans, along with the condition of each item in tabular format.

 

                             xiii.    As part of the Architect’s evaluation of existing conditions, it is expected that there will be a need to view certain inaccessible areas.  Should the Architect require access to be provided to spaces that are not readily accessible (e.g., behind curtain wall, above solid ceilings), the Town will provide labor and materials to cut and patch finishes as needed to provide such access at no cost to the architect.

 

3.    Health, Safety and Environmental Review:

 

                                  i.    The Architect shall review and update previously prepared hazardous materials reports done as a part of previous feasibility studies.  Sufficient review of previous studies shall be undertaken to confirm their accuracy for current conditions and accuracy in light of current regulations.

 

                                 ii.    As part of the Architect and his consultants’ review of HVAC systems, a thorough evaluation of the facility’s air quality shall be provided.  Should testing of air samples be recommended, the Town shall pay the costs for such tests.

 

                                iii.    The Architect shall review current egress and evacuation patterns and systems and evaluate them for compliance with current codes.

 

4.    The intent of the work of this Section A is for the Architect and its consultants to prepare information regarding existing conditions of sufficient accuracy and detail to serve as a basis for the work of this contract and for use as base drawings and data for a future major renovation, construction and/or reconstruction, should that occur.  The deliverables of this section shall include at a minimum:

 

                                  i.    Architectural floor plans annotated with existing conditions information such as wall types, finishes, etc.

 

                                 ii.    Schedules of existing finishes in each room or space with notation as to physical condition (e.g. new, good, fair, poor, etc.)

 

                                iii.    Architectural exterior elevations of building exteriors.

 

                               iv.    Plans of the existing structural systems as determined above, including indication of existing fire ratings and fire protection and fireproofing systems, if any.

 

                                v.    Mechanical, electrical and plumbing systems plans, as existing.

 

                               vi.    Security and technology systems plans, as existing.

 

                              vii.    Comprehensive facilities conditions report.

 

                             viii.    Hazardous materials report with cost estimate for needed abatement.

 

B.    Program Review and Verification           

 

1.    The intent of the work of this Section B is to prepare programmatic information of sufficient accuracy and detail to serve as a basis for the work of this contract and for base drawings and data for a future major renovation project or new construction, should that occur.

 

2.    The architect shall work with the faculty and administration of the Wayland High School and the administration of the Wayland Public Schools to define and prioritize the educational needs of the Wayland High School over the next 30 years.  A comprehensive review of current and future teaching stations in all subjects shall be conducted.  Needs already identified as important are improved classrooms, especially science laboratories, enlarged drama, art, and music facilities, improved athletic facilities, an enlarged cafeteria, improved technology infrastructure, an auditorium, and an improved language laboratory.

 

3.    The deliverables of this section shall include, at a minimum:

 

                                  i.    Educational Specifications, describing in comprehensive detail the programmatic goals for a Wayland High School renovation/addition or new construction.  These specifications shall be in the form acceptable to the Massachusetts Department of Education.

 

                                 ii.    Detailed listing of proposed spaces, their required adjacencies and required configuration and space needs in terms of educational equipment.

 

                                iii.    Evaluation of existing configurations of the facility as they relate to the educational specifications and space listing as prepared above.  This shall include, at a minimum, annotated plans that fully describe existing shortcomings and issues relating to the educational program.

 

                               iv.    Prioritization of educational needs based on 2. above.

 

C.   Phasing

 

1.    The Architect and its consultants shall present alternative solutions to the High School Building Committee, indicating a construction-phasing plan for the project.  After discussions and review of such solutions with the High School Building Committee, the Architect and its consultant shall fully develop an approved solution so that all aspects of the approved phasing plan are indicated.  The final phasing plans shall include descriptions of occupancy and circulation patterns during and after each phase, preliminary solutions for the maintenance of all facility systems to occupied areas at all times, and proposed temporary spaces, including portable facilities, if warranted.

 

2.     Phasing plans shall be created that indicate graphically the condition of the entire facility, including driveways, parking, athletic fields and walks, before, during and after each phase of the project, showing undisturbed areas, areas under construction and completed areas, all at each phase of construction.

 

E.D.   Schematic Design

 

1.    The High School Building Committee, through its deliberations, has agreed to apply the following criteria to the proposed renovation/addition or new construction of Wayland High School.  These specific criteria are in addition to the general goal of the design of a comprehensive facility that meets the physical and educational needs of the Wayland High School populations as determined in the programming phase:

 

                                  i.    The project shall be a cost-effective solution to the educational needs.

 

                                 ii.    The project shall be consistent with the requirements of the Massachusetts Department of Education School Building Assistance program so that funding by the State to maximize the Town’s reimbursement rate will be achieved, should the current moratorium on school building assistance applications be lifted.  Design proposals that do not meet this requirement will not be accepted.

 

ii.                                iii.    The project shall include solutions for handicapped accessibility to all areas as required by State and Federal Codes and regulations.

 

iii.                               iv.    The project shall include core facilities (e.g. cafeteria, auditorium, field house, gymnasium, HVAC system) sized so that 1,200 students can be accommodated.

 

2.    The Architect and its consultants shall prepare a minimum of three (3) alternate conceptual design solutions for consideration by the High School Building Committee.   Upon review of alternatives, the High School Building Committee will select one preferred solution, which will be developed as follows:

 

                                  i.    Preparation of conceptual and/or schematic design documents that fully describe the proposed solution.  These documents shall include complete floor plans, exterior elevations, narrative descriptions of proposed mechanical and electrical systems, and outline specifications of all project components.

 

                                 ii.    Preparation of phasing plans as noted in below in Dabove.

 

3.    The Architect shall provide camera-ready copy of color plans, elevations and other drawings as requested by the High School Building Committee.  This will include at least three-color perspective renderings of critical project components of the project.

 

4.    The Architect and its consultants shall be available for attendance at public hearings and meetings, including Town Meeting, to present their findings and the proposed project, as requested by the High School Building Committee.

 

5.    The Architect and its consultants shall also be available for attendance at meetings with representatives of the Department of Education to discuss reimbursement issues.

 

F.E.    Cost Estimate

 

1.    The Architect and its consultants shall prepare a comprehensive cost estimate of the project(s) corresponding to the proposed schematic designs, using a professional cost estimator acceptable to the High School Building Committee.

 

2.    The cost estimate shall take into account the costs associated with the expected phasing plan.

 

3.    The cost estimate shall include allowance for contingencies and inflation for the duration of the project.

 

G.F.    Deliverables, Expense and Reimbursable Costs

 

1.    The following out-of-pocket expenses shall be at the Architect’s expense:

 

                                  i.    Costs for traveling to and from the Town of Wayland.

 

                                 ii.    Costs of mailing, overnight mail, and delivery and courier services.

 

                                iii.    Costs for normal printing of drawings and other documents for the architect and its consultants’ in-house, day-to-day use.

 

                               iv.    Costs for plotting and printing of documents such as colored plans and elevations for requested presentations to the High School Building Committee and other Town bodies.

 

                                v.    Costs for providing twenty-five (25) copies of a final design report, in 8 ˝” by 11” format, bound, including all written reports, tabular information, and reduced color copies of drawings.  Copies of such documents shall also be provided in electronic format acceptable to the Town and suitable for display on the Internet.

 

                               vi.    Costs for ten (10) black and white copies of all full-size drawings, including plans, elevations, sections and details as needed to describe fully the proposed schematic design.

 

                              vii.    Costs for three (3) copies of colored plans, elevations and perspective renderings as described above, mounted on rigid board, for the Town’s use.

 

2.    Other out-of-pocket expenses not mentioned above shall be reimbursed by the Town at the Architect’s cost upon the submission of supporting documents for such costs.

 

H.G.   Future Work

 

1.    This contract is for programming, facility assessment, and conceptual and/or schematic design only, as described above.  Should the voters of the Town approve a debt exclusion override to fund the project, the Town will tender request for proposals for additional design services including design development, construction documents, bidding and construction administration.

 

2.    The Architect selected for this project will be allowed to submit proposals for design services for the complete project.  If such Architect is selected, prior to contracting for additional design services, a satisfactory peer review of services previously performed for the Wayland High School project will be undertaken to determine if such services rendered under this RFQ were reasonable and adequate and whether the contract should be awarded to the architect.

 

3.    In the event that future phases of design for this project are awarded to another firm, the Architect shall release to the Town and the selected firm all design concepts and documents produced under this concept design phase.  The Architect shall provide copies of all electronic files, both drawing and written, in commonly available formats, and shall provide a formal release to the Town and to any other selected architect allowing the free use of said documents for this project only.  There shall be no additional fees paid in exchange for this release.

 

The selected designer shall be required to submit a copy of its Quality Assurance/Quality Control Program. 

 

IV.  Designer Selection Procedures

 

A.    Pursuant to M.G.L. c Chapter.7, § Sections38K and M.G.L. c.38A1/2 through 38N, the Town of Wayland will hire a qualified and Massachusetts-registered architectural firm for architectural and engineering design services for the concept design phase of a project to revitalize Wayland High School on Old Connecticut Path, Wayland, MA.

 

B.    The Request for Proposals has been duly advertised in the Central Register and the Middlesex News on Wednesday, December 10, 2003.  A subcommittee of the High School Building Committee will act as the Designer Selection Committee, reviewing and evaluating applications;  identifying at least three (3) finalists;  and ultimately recommending one firm to the High School Building Committee.  The fee for this work is to be negotiated.

 

C.   Applicants and any consultants proposed for use should be prepared to demonstrate, at a minimum, sufficient previous experience, both firm, individual and consultant, as it applies in the following order to be considered for this project:

 

1.    Design of new school buildings and renovations of existing high school buildings.

 

2.    Knowledge of Massachusetts General Laws relating to public building construction, particularly all requirements of Chapter 579 of the Acts and Resolves in 1980,  and M.G.L.Chapter 7 and Chapter 149.

 

3.    Registration as an Architect in the Commonwealth of Massachusetts.

 

4.    Current workload as it affects ability to perform this work, and availability of particular professionals.

 

5.    Experience with complex phased projects.

 

6.    Ability to present project needs to local boards and groups.

 

D.   The High School Building Committee will seek evidence of practicality, creativity, attention to detail and follow through, as well as technical competence.  References will be called to inquire about performance. The firm shall have proven capacity to schedule work and predict its outcome. Change request history and change orders issues shall also be considered in the award to the successful applicant.

 

E.    The professional services to be awarded at this time consist of a facility’s evaluation and preliminary design services.  The High School Building Committee reserves the right to terminate the services provided by the selected firm at the end of this phase and resolicit professional services or to continue, subject to independent review, with the selected firm beyond this phase.

 

F.    The High School Building Committee reserves the right to waive any informality or to reject any and all proposals or to make the award deemed in its own discretion to be in the best interest of the Wayland Public Schools.

 

V.  Proposal Requirements

 

A.    Applicants shall submit fifteen (15) paper copies and one (1) electronic copy of the proposal, which shall include at a minimum the following information:

 

1.    Name, address and telephone number of the architectural firm, and the principal contact person.

 

2.    A background description of the company, including years in business and general experience.

 

3.    Resumes of key staff members who will be involved with the project, as well as names and categories of consultants, if any, which the designer intends to use. Applicants and their consultants must be registered to practice in the Commonwealth of Massachusetts.

 

4.    A list of all public projects undertaken in Massachusetts in the past five (5) years, indicating the following information:

 

a.    Location

b.    Scope of involvement

c.    References, including name, title and current contact information

d.    Start date, projected completion date, and actual completion date

e.    Approximate total project cost

 

5.    Proof of financial stability, including financial statements.

 

6.    List of all claims, including insurance claims and claims in litigation or adjudicatory process or settled, brought by or against the firm in the past three (3) years, including for each the reason for the claim, name(s) of claimant(s)litigant and outcomes.

 

7.    Completed Application to the Designer Selection Board, Form DSB-2000 (Attached).

 

8.    Proposals are to be delivered in person or by certified/express mail.  Proposals submitted by fax or by electronic mail will not be considered.

 

B.    Sealed packages containing fifteen (15) copies of the non-price application, marked on the outside “Designer Services, Wayland High School” must be submitted by 2:00 p.m. (Boston time) on Friday, January 9, 2004, to the Office of the Superintendent, Wayland Public Schools, 41 Cochituate Road, Wayland, MA   01778.

 

VI.  Other Requirements

 

A.   Applicants are required, at their own expense, to obtain and maintain professional liability insurance, comprehensive general liability insurance, valuable papers insurance and worker’s compensation insurance during the period of performance of this contract satisfactory to the Town, with the Town named as an additional insured under such terms and conditions as shall from time to time be approved by the Town.  The High School Building Committee may require a consultant employed by a designer subject to this sub-paragraph to obtain and maintain liability insurance.  Minimum limits shall be as follows:

           

1.    Worker’s Compensation:  Statutory Limits

2.    Comprehensive General Liability:  $1,000,000

3.    Professional Liability:  $1,000,000 (negligent errors, omissions and acts)

4.    Valuable Paper Insurance: The Architect shall maintain during the life of this project valuable papers insurance in the minimum amount of the value of this contract for losses on premises where the documents may be kept.

 

C.   All firms submitting qualifications agree to abide by all relevant provisions of the Massachusetts General Laws as they apply to procurement of design services for public buildings by municipalities.

E.    The High School Building Committee reserves the right to waive any informality or to reject any and all proposals or to make the award deemed in its own discretion to be in the best interest of the Wayland Public Schools.

 

VII.  Fees

 

A.    The selected finalist will be asked to submit a fee proposal not to exceed $320,000 including normal reimbursable expenses as defined in G.2.  If the High School Building Committee (“Committee”) and the finalist can negotiate a satisfactory fee within the limits established by the Committee and other terms and conditions of the contract, the contract will be awarded to that party.  If the parties are unable to come to agreement, the Committee will proceed to the next highest ranked finalist, and request that a fee proposal be submitted, until an agreement is reached with a satisfactory applicant or the process is terminated by the Committee.

 

VIII.  Schedule

 

A.   The expected schedule is contained in the following table taken from a Fact Sheet created in preparation for the Town Meeting appropriation of funds for this phase of the project:


 

1.    The 1st step is to evaluate the existing conditions of the 8 buildings in the current high school to determine the feasibility and cost of renovation.

2.    The 2nd step is to examine various building options for accommodating the high school educational program.

3.    The 3rd step is to develop a phasing plan to accompany possible renovation of some or all of the current buildings.

4.    With preliminary costs based on the first 3 steps, the 4th step is for the School Committee to select a building option: renovation, replacement by new construction, or a combination of the two. The choice of a specific option will depend upon cost, impact on students during construction, and effectiveness of the resulting facility in meeting both program and enrollment needs.

5.    The 5th step is for the architect to prepare a schematic design, which is a detailed set of plans, drawings, and specifications. The detail in the schematic design serves two goals: it shows the look and character of the resulting facility, and it allows for an accurate cost estimation by a construction estimator for the overall project.

6.    The 6th step spans the planning process: presentations, feedback, and debate will allow for town-wide participation in the planning process.

 

IX.  Other

 

A.    The High School Building Committee will review all submitted applications and will rank and select the finalists.  Contracts for Architectural and Design Services will be awarded, subject to the discretion of the High School Building Committee as described above.  The successful applicant will be required to complete certifications required by the Massachusetts General Laws.
