Call to order – HSBC Chairman, Lea Anderson, called the HSBC meeting to order at 7:09 p.m.

 

Administration

1.     LOA/Invoice – John Moynihan presented two Letters of Authorization for consideration.

Motion: A motion was made by Mary Lentz and seconded by Jim Howard to approve the LOA for Eggleston Environmental for additional peer review services on behalf of the Conservation Commission for $1,485.

Vote: The motion was approved unanimously: 7 in favor, 0 opposed.

 

Motion: A motion was made by Dianne Bladon and seconded by Jim Howard to approve the LOA for D Cubed Engineering, Inc. for peer review of the WWTP on behalf of the Board of Health for $3,500.

Vote: The motion was approved unanimously: 7 in favor, 0 opposed.

 

John presented two invoices for consideration.

Motion: A motion was made by Mary Lentz and seconded by Jim Howard to approve the invoice summary dated 6/16/10 for a total of $4,925.

Vote: The motion was approved unanimously: 8 in favor, 0 opposed (Joe Lewin arrived.)

 

2.     Project Permitting update – Frank Vanzler reported the following:

Board of Health and DEP

á       D Cubed Engineering, peer reviewer for the WWTP, should complete its work in 3-4 weeks. DEP has issued a draft of Ground Water Discharge Permit. There will be a 30-day review period. We expect the DEP permit in 3-4 weeks.

 

            Conservation Commission Order of Conditions

á       John Moynihan and David Saindon met last Friday, June 11 with Brian Monahan to continue discussion of the Order of Conditions. They reviewed issues needing clarification. John will give the memo explaining the HSBC interpretation of the conditions to Brian. The issues are minor and will be handled administratively.

 

Inspectional services

á       The enabling permit (trailer, site fencing, temp power, parking lot/road) was secured this week. Trailers are up.

¤  The foundation, steel, and site work permit should be issued July 13.

¤  DM Berg has completed the structural peer review. There were no issues.

 

3.     Materials Testing Company

á       UTS has been selected and will meet next week to nail down inspection services.

 

4.     Trade RFQ

á       Pre-qualification has been completed in many areas (masonry, waterproofing/damp-proofing, roofing, early electrical temp. power and elevators; misc. metal is 90% complete).

á       Other packages (MEP and finishes) were issued yesterday and are due back by July 13.

á       We are reloading on window and curtain-wall package and separating them for bids. It will be issued on June 23 with submissions due by July 7.

á       Bids on steel, concrete, and site came in last week (6 for sitework, 5 for concrete, 6 for steel). Tony Miliote reported that the coverage was very good. WeÕre seeing savings of 2-3% across $10 million for this package. Shawmut is showing the VE and trying to get the best price for the Town.

á       The Field House scope is less certain until we understand VE.

á       Bob Garrity is working on the amendment to ShawmutÕs contract to sign up these first packages. Timely response, especially to this first amendment, is important.

á       Dr. Burton will check with Mark Lanza before MondayÕs School Committee meeting in anticipation of proposing that the SC authorize its chairman or vice chairman to approve the amendments following recommendation by the HSBC, so that work is not held up.

á       Brian Chase will meet Monday with the recommended firms. The HSBC has already authorized Brian, David, and John to approve the contracts and report to the HSBC.

 

Design/Planning Update

 

1.     Exterior materials – Steve Millington presented samples of brick, metal, and paving materials.

á       Brick is by Morin of Auburn, Maine. The selected brick is medium price. It is the same as that used on the new Harvard dorm on Memorial Drive at Western Ave.

á       Frank recommended checking absorbency of the brick.

á       Price is within range of budget $27 - $40/sf.

á       Metal panels are being studied. We started with copper, but are now looking at zinc, which is less expensive. Steve recommends grey, because colors can fade.

á       Concrete pavers (courtyard) were shown.

á       Wood (for top of benches) is IPE. Concealed fasteners are recommended.

á       Concrete block is being considered for the WWTP as a less expensive alternative.

á       Aluminum windows with painted finish (exterior) and anodized finish (interior) are being considered.

á       Steve was asked to provide glass samples.

 

2.     Future PV Installation

á       Steve reported that the Commons building can support solar photo-voltaic panels.

á       The analysis was based on Hanover High SchoolÕs system.

á       The area over the two art classrooms and shop will accommodate 3,000 sf.

á       The structural engineers determined that the current structural design can support a system that weighs 12 lbs/ft, which is the loading at Hanover High School.

3.     Plumbing code

á       Steve was strongly urged to not do a variance for the bleacher/bathroom issue.

á       Find arguments for why our football field is not a stadium.

á       Work with the plumbing inspector.

4.     DD Submittal to MSBA – Steve reported that the DD submittal will be done this week.

 

Communications

1.     Project ground breaking is scheduled for Tuesday, June 22 at 9:00 am.

2.     Community update is scheduled for Tuesday, August 31 for WHS students, parents, and the Wayland community to learn the details of the site logistics and project. A planning meeting was held this morning to outline the presentation by HMFH, SDC, KVA and the HSBC.

3.     WayCAM has mounted a camera that will take pictures of the construction site three times a day.

Approval of minutes

Motion: A motion was made by Mary Lentz and seconded by Joe Lewin to approve the minutes to HSBC meeting #102 held on June 10, 2010.

Vote: The motion was approved: 7 in favor, 0 opposed, 1 abstention.

 

Adjournment – The HSBC adjourned at 8:49 pm.

 

Next regular meeting – Thursday, June 24 at 7:00 pm in the School Committee conference room in the Wayland Town Building.
