Call to order – HSBC Chairman, Lea Anderson, called the HSBC meeting to order at 5:44 p.m.

 

Administration

1.     Invoice – David Saindon presented a summary of invoices for approval by the committee.

 

Motion: A motion was made by Mary Lentz and seconded by Cindy Lombardo to approve the invoices totaling $521,392.00.

Vote: The motion was approved unanimously: 8 in favor, 0 opposed.

 

*Action item: Joy Buhler will issue a purchase order not to exceed $15,000 for construction attorney Bob GarrityÕs services. This will be presented to the School Committee on March 1.

 

2.     HMFH contract – David reported that HMFH and Wayland are very close to delivering the contract. The contract is expected to come in under budget.

 

Special Matter – Construction Manager at Risk Procurement

 

The Selection Committee (Joy Buhler, Joe Lewin, John Miller, John Moynihan, David Saindon, and Eric Sheffels) reviewed the Phase Two Interview Agenda:

1.     Introduction of Project Team (5 minutes)

2.     Individual team members (10 minutes)

a.     Role on our project

b.     Qualifications

3.     Project Plan from pre-construction to close out (10-15 minutes)

a.     Site logistics

b.     Schedule/phasing

c.     Concerns about project

4.     Questions and answers (15 minutes)

 

The following Construction Manager at Risk firms made their presentations and answered questions:

Dimeo Construction Co. (Providence, RI)

Gilbane Building Co. (Boston, MA)

Shawmut Design and Construction (Boston, MA)

Turner Construction Co. (Boston, MA)

 

Following the presentations the Selection Committee and HSBC discussed the candidates and reviewed comparative information in many categories. Reference check information was presented. The Selection Committee completed the CM @ Risk RFP Score Card for Phase Two. The score card offered a weighted average of the following variables: management team, project plan, prior project performance/reference information, public work experience, litigation/termination history, financial capacity, safety history, and fee.

 

Motion: A motion was made by Joe Lewin and seconded by John Moynihan to recommend to the HSBC construction management firms in the following order:

1.     Shawmut Design and Construction

2.     Turner Construction Co.

3.     Dimeo Construction Co.

4.     Gilbane Building Co.

Vote: The motion was approved unanimously by Selection Committee members: 6 in favor, 0 opposed.

 

Motion: A motion was made by Cindy Lombardo and seconded by David Lash to accept the recommendation of the Selection Committee and present it to the Wayland School Committee.

Vote: The motion was approved unanimously: 8 in favor, 0 opposed.

 

The HSBC thanked the Selection Committee for its thorough procurement process. Lea and Eric agreed to attend the March 1 School Committee meeting to make this recommendation.

 

Motion: A motion was made by Joe Lewin and seconded by Jim Howard to approve the minutes to HSBC meeting #92 held on Feb. 18, 2010.

Vote: The motion was approved: 6 in favor, 2 abstentions

 

 

Adjournment – The HSBC adjourned at 11:20 pm.

 

Next regular meeting – Thursday, March 11 at 7:00 pm in the Commons conference room at WHS
