Introduction
This site contains materials on the modernization and expansion of the Wayland High School .  The project is overseen by the High School Building Committee (HSBC) .  The project (see History) was divided into 3 phases until the failure of the STM vote in January 2005.  A survey of public opinion about the project was conducted in 2005.  In 2006, the HSBC was given a supplemental charge by the School Committee and its voting membership was enlarged from 11 to 15 in preparation for responding to the new process of funding school projects being set up by the Massachusetts School Building Authority .  The recent activities of the HSBC are described in Lea Anderson's ATM report from April 2006 and below.  See more details in Events and Chronology.

Posted Final version of Wayland's Statement of Interest that was sent to the MSBA in August 2006.  The SOI will be used by the MSBA as the starting point in the process of determining whether the WHS will be allowed reimbursement.  The entire process of selection of the WHS for reimbursement is detailed in the final regulations of the MSBA and diagrammed in material (pdf) put together by the HSBC .  The process will be discussed at the 16 Nov 06 meeting of the MSBA along with the educational specifications and existing conditions at the WHS developed by HMFH architects under contract to the HSBC in 2004 (before the failed Jan 2005 vote on the proposed expansion and renovation of the WHS).

Project Overview: Phases (pre-2006)
  1. Phase 1 (Preliminary Design, Feb-Nov 2004): The charge to the HSBC for phase 1, which began in February 2004, is to determine the most cost-efficient solution for the facility needs of Wayland High School necessary to house its current and future student population and to develop a schematic design to provide an adequate estimate of total project cost.  The overview of phase 1 describes the development of the recommendation to proceed with design of a new facility.  Full details are in the architect's final report of HMFH Architects and Turner Construction, both on line and at the Wayland Public Library .  A fact sheet summarizes the recommendation.  There is also a complete analysis of tax impact.  A brochure (pdf, 1MB) was sent to all residents, and the warrant for the Special Town Meeting contains the HSBC's final phase-1 report.
  2. Phase 2: Design drawings and bidding (Feb 2005-Mar 2006 On hold)**
  3. Phase 3: construction (May 2006-Aug 2009 On hold)
**Debt-exclusion vote to allocate funds ($4.232M) for Phase 2 failed at the polls on 2005 Jan 25 and Article 1 was passed over at the Special Town Meeting on 2005 Jan 27.

We thank everyone who filled out an HSBC survey.  Surveys were submitted by more than 2,000 citizens.   Most surveys were filled out on paper and returned by mail, with only about 100 submitted on-line.  Volunteers are entering data and typing up comments.  We expect to present a preliminary analysis in December. 4 Nov 05

Updated HSBC Final Report of Phase 1.  Added pdf (0.5MB) version, which is identical to the appendix in STM Warrant.  The inclusion of the report was approved by the Board of Selectmen on 13 Dec 2004 by a vote of 3-1-1.

Posted the Preliminary Design Report (That's report on the preliminary design.) by HMFH and Turner as a set of pdf documents.  The entire report is 4.1 MB.  The individual chapters are arranged in alphabetical order in a directory.  This is the final report of Phase 1 by the architects and the project manager.  A briefer version of this report will become the final report for phase 1 by the HSBC.

The Board of Selectmen passed the following motion on Monday 25 Oct 2004: “I move that the Board call a Special Town Meeting to be held on January 27, 2005, be scheduled to begin at 7:45 p.m. at Wayland High School Field House and that the time period for the submission of articles to be included in the warrant for said Special Town Meeting shall begin on Tuesday, October 19, 2004 at 8:30 a.m. and shall end on close on Tuesday, October 26, 2004 at 4:30 p.m.”  Text of ballot question and STM article .

The cost details of a stop-gap project were presented on 14 Oct 04.  Assuming reimbursement for the option 3 project, the stop-gap project costs nearly ($33.0M) as much as the proposed entire project ($32-39M), would provide increased space and upgrades of existing buildings but not many important elements considered necessary, including enlarged classrooms and commons, enlarged arts and improved athletics facilities, and would cause disruption over a longer period.

Posted the final version of the SBA reform bill that has been approved by the House and Senate.  This bill will become law on 29 Jul 04 unless it is vetoed by the Governor.  The posted version has sections relevant to Wayland's situation highlighted in red.  In brief, the moratorium on school reimbursement continues until 2007, but a community that goes ahead with construction is still eligible to apply for reimbursement starting in July 2007 (Section 53).  The loan repayment period is extended to 25 (Section 21(d)) or 30 (Section 51 ) years, and the period of a temporary loan remains at 7 years of the 30 (Section 51 ).  Finally, the minimum reimbursement rate is set to 40% (Sections 29 and 30) but is calculated by a formula already contained in Section 10 of General Laws Chapter 40B .  That formula is amended in the reform bill to have a base percentage reduced from 39% to 31% (Section 31) and to eliminate the 2% addition for using a project manager (Section 32).  Wayland's reimbursement percentage rate could still rise above 40% if the total of "Incentive Percentage Points" is above 9% (40% - 31% base percentage).  The Incentive Percentage Points are having excellent maintenance (+8%), incorporating reconstruction (+4%), having innovative community use (+3%), using energy efficiency that meets industry standards (+3%), and finding non-state funding (+0.5% for each 1% raised).
