2007-03-09: New HS principal, the HS facility, 4/9 budget hearing, negotiations 101, and planning update This newsletter contains information on: 1. Superintendent Gary Burton names Patrick Tutwiler as next WHS principal Superintendent of Schools Dr. Gary A. Burton has selected Patrick Tutwiler as the next principal of Wayland High School beginning on July 1, 2007. Tutwiler will replace. Charles Ruopp, who is retiring in June after serving as the high school’s chief administrator for the past ten years. Bringing Wayland High School into the 21st Century By Lea Anderson, Chair, High School Building Committee March 5, 2007 - The same building which served 1,300 Wayland High School students in 1970, is running out of space for the 920 students there today. The tremendous number of changes in the educational program over the past half-century since Wayland High School was built is driving the need for a very different school today. School Committee's annual Budget Hearing set for Monday April 9 The School Committee will hold it's annual Budget Hearing on Monday, April 9.
4. Negotiations 101: an overview of arriving at educator contracts By law and sound practice, much of what takes place in a contract negotiation does so in executive session. Residents may be interested, however, in the general outline of how they are carried out. Historically, like most towns, Wayland has negotiated 3-year contracts (the maximum length allowed by law; shorter contracts are allowed) with its four unions: teachers, support staff, food service workers, and custodians. The School Committee is currently or will shortly be in negotiations with each of these four bargaining units for the 2007-2008 (FY08), 2008-2009 (FY09), and 2009-2010 (FY10) school years. The School Committee creates a bargaining team that typically consists of several administrators, a Committee member, and the school attorney. Similarly, the school employees' bargaining teams typically consist of one or several union representatives plus their attorney. The schedule tends to proceed as follows. During the summer prior to the start of bargaining, both sides begin to discuss important issues. Those issues and any necessary research are firmed up in the fall and early winter in order that the two parties can begin talking just after the winter break. Once agreement is reached by the bargaining teams, it is taken back to the full organizations (the School Committee on one hand, the educators on the other) for formal ratification. Status of Long Range Strategic Planning (LRSP) work by Goal Teams Goal Team work continues in four areas: (1) strategy, priorities, and goals; (2) measures relative to mission; (3) alternative funding sources; and (4) community support. The School Committee has created a web page, accessible here and from the top navigation on the home page.
